NDS will take over toll collection management in 2027

Národná diaľničná spoločnosť, a.s. (National Motorway Company, hereafter referred to as “NDS”) will not renew its contract with SkyToll. NDS is working intensively on taking over toll collection under its management as of next year. This will reduce the cost of toll collection to the level of neighbouring countries.

The deadline to exercise the option to extend the contract with the national toll provider for the upcoming year 2027 expired last month. NDS did not exercise the option and is doing all it can to take toll collection into its own hands as of next year.

Since 2024, important steps have been taken to change the current system. Already in 2024, NDS has taken over from SkyToll the system for selling electronic motorway vignettes. The system is now managed exclusively by NDS. Currently, work is underway to develop an information system that will be owned by NDS.

“The state's financial interests are fully protected, as the whole system, its components and data are gradually being transferred to NDS's sole ownership”, stated the Supreme Audit Office of the Slovak Republic in its 2026 audit report.

The state auditors also confirmed that the new toll collection system will substantially reduce the commission rate, which, even though gradually being reduced over the last years, is still considered inappropriate. “A new contract with the consortium promises a significantly lower commission rate”, stated the Supreme Audit Office.

The first important milestone in the transition to the new toll collection system was reached already in March 2024, when the monopoly of one private company in toll collection in Slovakia was broken, as international toll service providers entered the Slovak market. Since then, transport operators can choose the company through which they pay the toll.

Currently, in addition to the national toll provider, four international toll service providers operate on the Slovak toll market. They collect almost 64 % of the total toll revenue, as was stated by the state auditors in their audit report.

“Next year, after taking over the toll collection system under the management of NDS, all toll service providers will be treated equally, whether in terms of commission or services in general. However, the state will benefit the most in the form of lower costs for toll administration,” concluded Peter Braska, Member of the Board of Directors and Charging and IT Section Director at NDS.
